The Bendigo Advertiser commented when he enlisted: 'Mr Mackay is the son of the late J B Lille Mackay, formerly Director of the School of Mines, Bendigo…. From the early age of 23 he had worked himself up in the electrical and engineering science in the service of the Geelong Tramway Co. that he received the appointment of tramway engineer, in which capacity he has designed and supervised the laying down of several tramway tracks. Other big works were awaiting him, which the company wished him to undertake, but he has decided with the consent of his widowed mother, to enlist as a Private and serve in the military force in any capacity in which he may be found useful…. Mr Mackay is an expert motorist, and a practical mechanic to the tips of his fingers. He has aspirations in the direction of aviation, in which no doubt, should he get the opportunity, he will excel.'

During World War I, he enlisted (No 3780), initially as a Sapper, in the 4 Field Company Engineers, AIF. He embarked on HMAT A40 Ceramic on 24 November 1915, serving in France, where he was a draughtsman at Division Headquarters, prior to his discharge on 16 March 1917, in order to take up a commission with the Royal Flying Corps. This was gazetted in the London Gazette, 30014, on 10 April 1917. Pegasus of May 1917 reported: 'Graham Mackay has gained an Imperial Commission, and is now Flight Lieutenant Royal Flying Corps. He passed all his examinations at Denham Flying School, and was then sent to Exeter College, Oxford, to study for his finals.'

He returned to Australia, embarking on 9 December 1919 and subsequently moved to NSW where he again listed his employment as Engineer on the Electoral rolls.

He died in March 1934.
