Noel Stubbs was born 25 December 1939 to Harley, an electrician, and Jean Stubbs of Eaglemont, Melbourne. He was enrolled at The Geelong College Preparatory School in 1950, starting in Form MIV.

Noel was both an academic and athletic student. He came second in his class in Form II, third in Form IV and received a Form V prize in 1956. On the sporting field he was involved in both football and rowing, as well as performing well in other school sports. In his final year he was on the 1st XVIII Football team and 1st VIII rowing crew, and received school and house colours. He also achieved the rank of sergeant in the cadets.

Following school Noel studied a Bachelor of Commerce at the University of Melbourne and worked as a statistical officer at Monash University and University of Melbourne. He would go onto work in accounting, IT and business, a founder and principal consultant at Edusyst and director at CBTS. He was married to Julie Anne.

Noel passed away 13 December 2019, aged 79 years.
