Thomas Reginald was born in 1928 to Herbert Reginald and Blanche Maria of Red Cliffs. Herbert had grown up in Geelong, and attended Geelong College, alongside his brothers in the 1910s. After serving in World War I, Herbert and his family settled in the Red Cliffs area.

Thomas was enrolled at Geelong College as a boarder in 1945. Thomas won the Chemistry and Physics prizes in 1946. He also was a skilled sportsman, serving as the Athletics Captain, in the 1st VIII Rowing crew, and winning the Boys Open Swimming. In his final year he was a school prefect and served on the Swimming Committee and House of Guilds Council.

Following school Thomas studied dentistry at the University of Melbourne, as a resident of Ormond College. After graduating with a Bachelor of Dental Science in 1952, Thomas soon embarked on his career as a dentist.

Thomas passed away 4 June 2020, in Melbourne aged 92 years.
