Reginald Neil Campbell was born at Prahran on 25 May 1899, the son of Thomas Carrington Campbell (1856-?) and Margaret Josephine nee Douglas.

He was enrolled as a boarder at the College in 1909 by Hon Sir William Zeal, of William Street, Melbourne. His father had died when he was very young. At College, he played in the 1st Football XVIII from 1915 to 1917 and the 1st Cricket XI from 1915 to 1917. After coxing the 1st Rowing XVIII in 1913 he went on to row in the crew in 1916 and 1917. In 1917, he became a School Prefect. A member of the debating society he was also awarded Dr Baxter's Prize in 1917. This Prize was awarded annually between 1909 and 1924 ‘to the boy whose influence in the School has told most in influencing manliness of character’ .

He enlisted in the AIF on 13 March 1918, appointed as 2nd Class Air Mechanic and embarked on RMS Osterley on 8 May for Liverpool, England, where he was posted to 7th Training Squadron, AFC. He returned to Australia, embarking on 6 May 1919. At the time of his enlistment his mother was living at 2 Menzies Avenue, Brighton Beach. (He possibly also had later service with the RAAF during World War II).

He died on 22 December 1966.

His brother, Percy Stewart Carington Campbell (1895-1960), also attended the College.
