Born 2 July 1891, the son of George Joseph Latta and Helen Josephine nee Smith, he came from Launceston Grammar School to the College at the beginning of 1908, and stayed until the end of 1910. He qualified in Chemistry, Assaying, and Metallurgy at Sydney University, and early in 1914 was appointed Assistant Assayer at Mount Bischoff Tin Mine, in Tasmania, where he remained until war was declared.

He enlisted early in 1915 in Launceston, and embarked on HMAT A64 Demosthenes on 29 December 1915 as 2nd Lieutenant with the 13th Reinforcements of 7 Battalion. He remained in Egypt until June the following year, and was transferred to 58 Battalion with the rank of Lieutenant. After some service there against the Turks, he left for France, where after only a few weeks he was fatally wounded, suffering a gunshot wound to the femur.

He died on 23 July 1916 at 30th General Hospital, Calais, and was buried at Calais Southern Cemetery, Plot A, Row Officers, Grave 10.
