After College, he attended the University of Melbourne as a resident of Ormond College, where he completed a Bachelor of Commerce, Bachelor of Arts (Hons), Bachelor of Laws (Hons) and Master of Laws. Active in the life of the University, he served as President of the Melbourne University Film Society and was elected to the University’s Students’ Union in 1969. Ross tutored in Financial Accounting at the University of Melbourne in 1971. He also has an MSc (Economics) at the London School of Economics and is a retired Fellow of the Certified Practising Accountants (CPA).

Ross served articles at Mallesons in 1971, before being admitted as a Barrister and Solicitor of the Supreme Court of Victoria in 1972. That year, he became an Associate to the Right Honourable, Sir Ninian Stephen, Justice of the High Court of Australia. He signed the Victorian Bar Roll in 1973, read with Mr J D Merralls AM QC in 1973 and practised as junior counsel until 1988, when he was appointed a Queen's Counsel (QC). He practised as a QC throughout Australia until 2007. Ross was also the chairman of Barristers Chambers Limited and Barfund Pty Ltd, as trustee of the Victorian Bar Superannuation Fund.
